Orlocks are pretty good because they come with most of the options available to chaos cultists (autoguns, heavy stubbers, and a number of pistols and knives). Cawdors are also good.

Right now I have the squad of 8 lasguns, 1 flamer, and 1 grenade launcher but would like to have the heavy stubber in there as extra shots makes a big difference with Lethals. Since guardsmen don't have heavy stubbers wondering which weapon makes sense. I used to be able to field 3 distinct squads of 30 models (one being just cadians) - about half of that is from my chaos themed guard army.

Since the limit is based off of number of units and not number of models, you can still get a pretty high cultist count by taking maxed squads of cultists and then minimum squads of core csm. You could also convert Goliath Gangers into just really beefed up cultists and run them as Chosen or whatever other csm core unit you want.
